Dry-laid flagstone, set on a compacted gravel and sand base with sand-swept joints, moves with the ground slightly and is easier to repair if a stone settles. Mortared flagstone on a concrete base is more rigid and better suited to high-traffic patios but needs the underlying slab built correctly for our soil, since mortar joints will crack if the base shifts.
